The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

Corporate Strategic Services (CSS) plays a critical role in supporting the entire organization. Comprised of Corporate Communications and Stakeholder Relations, Policy and Information, Privacy and Access Services, Sourcing and Vendor Performance, Strategy & Business Transformation and the Project Management Office, CSS is driven by customer-service and taking action to advise, consult and support each business area throughout the LDB.
The CSS team is comprised of approximately 40 staff. What brings CSS together as a team is the ability to work together to support both the operational areas of the business and other support areas (e.g. Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.
Reporting to the Manager PMO, the Project Analyst is responsible for:
- Supporting PMO in demand planning, resource optimization, analytics of project data, performance measurement and regular management portfolio reporting.
- Coordination of project/program management best practices that improve project performance and drive business value.
- Providing support/ expertise/ assurance service to Project Managers and Analysts for all aspects of project management data, processes, procedures, methodologies, and their utilization.
- Providing project financial analysis to support management decision making.
- Provide recommendations and participate in implementation of on new/ revised tools, technologies, methodologies, standards and processes.
- Assisting Manager PMO to put proper project process in place and drive for continuous process improvement.
- Training project management team and ensure continued compliance with any/all controls, requirements, and standards, including support of multiple internal/external audit qualifications.
- Keeping the project management system of record up to date with budget and other critical information.

Position Requirements:
Education and Experience:
- Degree or diploma in any related field and a minimum of 3 years of recent related experience*.
OR
- An equivalent combination of training, education and experience may be considered equivalent to the above-mentioned education requirement i.e., 4 years of recent related experience*.
*Recent, related experience must have occurred in the last 6 years and must include the following:
- Experience with creating and presenting high quality Portfolio or Project reports and analytics with Corporate or IT Projects.
- Experience working with project management methodologies (such as PMI or equivalent) and tools (example proficiency in MS Project, JIRA, Excel, PowerPoint).
- Experience with working with cross functional teams to support and manage Portfolio & Project reporting.
Preference may be given to candidates with:
- Successfully completed Project Management Course.
- Certified Associate in Project Management designation, completed or working towards a Project Management Professional (PMP) or PRINCE2 or CAPS.
- Experience with working with PMO office in a Corporate environment is preferred.
